SCEIS Implementation Schedule

A revised agency rollout schedule approved September 15 by the SCEIS Executive Oversight Committee adjusts the timing of future implementations, while keeping the original Project completion date of July 2010. In the new schedule, agencies will go live in just two large rollouts, rather than a series of frequent smaller rollouts. (The upcoming FF2 rollout on November 3, 2008, is unchanged.)

In the revised plan, the previously-identified Functional Fit 3 and 4 agencies and most of the broader-scope Wave agencies will all go live together, in a large Phase 3 rollout on November 2, 2009. A final rollout, Phase 4, will complete the SCEIS agency implementations on May 3, 2010.

Between now and Phase 3, the SCEIS Project Team is working on development of the Human Resources / Payroll modules and a number of projects with enterprise-wide impacts, to establish the foundation set for all additional rollouts.

What are the Phase 3 and Phase 4 rollouts?

Phase 3 (November 2, 2009) combines into one big rollout the approximately 20 remaining agencies identified as "functional fits" for the SCEIS system's existing functionality; plus about 15 broader-scope agencies for which SCEIS will need to add functionality. Phase 4 (May 3, 2010), is made up of four other broader-scope agencies.

For all agencies, Human Resources functionality will be added after their initial go-live dates.

The new schedule recognizes both the interdependence of the Foundation Set projects, and the necessity to manage agencies' implementation preparations as efficiently as possible.

Is this a "Big Bang?"

The Phase 3 rollout in 2009 has been called a "big bang," but that's not really accurate. In the language of an enterprise resource planning (ERP) project, the phrase "big bang" refers to rolling out all end-users and all modules of the system at once on Day One. Instead, SCEIS is using a phased-implementation approach.

  • SCEIS launched with just the Finance and Materials Management modules, rolling out to just a few agencies.

  • Two additional rollouts add more agencies.

  • In October 2009, Human Resources functionalities will be added for agencies which are already live.

  • In November 2009, Phase 3 will add a large group of agencies and the additional functionality to support them.

  • In May 2010, Phase 4 will roll out the last four agencies, to complete the agency implementations.

  • Human Resources functionalities will be added to newly-implemented agencies after their initial Finance and Materials Management go-lives.
