SCEIS Human Resources and Payroll

Blueprint Workshops

The SCEIS HR/Payroll Project is in its first phase -- analyzing existing processes and identifying new ones, as shown in the project development lifecycle graphic at right.

The first step was to "Analyze" the existing processes. The cataloguing of those legacy processes was begun by the SCEIS HR-Payroll Project Team, with validation of the processes carried out by agency partners.

The second step is to delve further into the analysis of today's processes and business needs, with online questionnaires serving as a foundation for live workshops.

For each workshop, the SCEIS HR/Payroll Project Team has requested the expertise of agencies with specific knowledge relevant to the particular workshop's focus. When your agency is requested to participate in a workshop, we will ask you to identify the one individual who is most knowledgeable about your agency's processes, and who is best suited to validate current and future business needs within the workshop's focus area. To help you select that individual, the Workshops' focus topics are explained below.

Workshops are being scheduled throughout July and August, and may require up to two days of the participants' time. To assist you in preparing for these workshops, some workshop presentations may be available online. In addition, your own questionnaire responses will be returned to you in a printable format, and they will be available to you during the workshops.

Personnel Administration

PURPOSE: Define the enterprise structure, personnel activities and requirements.

This workshop's slide presentation is available for download and previewing.

 Time Management Workshops (5 areas)

All Time Management workshops focus on business rules for the following processes:

  1. Work schedules (shifts, breaks, days, etc.)

  2. Time entry forms and processes

  3. Identification of employee groups to which sets of rules apply

  4. Business rules for time evaluation (calculations and reporting rules)

  5. Automated notifications

  6. Approval processes

Time Management for Education Staff

PURPOSE: Business rules specific to employees in education positions.

Time Management for Health Services Staff

PURPOSE: Business rules specific to employees in health services positions.

Time Management for Law Enforcement/Firefighters/Emergency Management Staff

PURPOSE: Business rules specific to employees in law enforcement, fire protection or emergency management positions.

Time Management for 24x7 Staff

PURPOSE: Business rules specific to employees in 24x7 support jobs, but are not covered in health services or law enforcement/fire protection.

Time Management for Regular Salaried or Hourly Staff

PURPOSE: Business rules specific to employees in administrative, regular salaried or hourly positions, who work a standard 5x7 schedule.


Time Quotas, FMLA, and Leaves of Absence

PURPOSE: Time quotas and Family and Medical Leave Act requirements; types of extended leave involving a change in status

  1. Different types of time balances tracked for each employee (i.e., annual leave, sick, comp., and community service)

  2. Rules associated with various time balances

  3. FMLA rules and reduction of multiple quotas (accruals) simultaneously under specific circumstances

  4. Various kinds of leaves of absence

  5. Rules associated with various leaves


Business Information workshops (2 areas)

Both of the Business Information workshops focus on management/analysis reports:

  1. Review/discuss existing analytical systems

  2. Define potential analytical processes
