The following roles reflect all roles
used in the Blueprint documentation. They represent both SAP Security roles for the SCEIS
HR/Payroll system and relevant roles and titles within the State
of South Carolina.
Accounts Payable Processor
An individual within an agency who is assigned
the responsibility to review and process invoices, travel
reimbursement requests, receiving/posting incoming payments, or
other obligations on behalf of an agency.
Adjutant General
The elected Head of the South Carolina
Military Department, which consists of three main elements: the
South Carolina Army National Guard, the South Carolina Air
National Guard and State Operations.
Agency
A department, institution of higher learning,
board, commission, or school that is a governmental unit of the
State of South Carolina. Special purpose districts, political
subdivisions, and other units of local government are excluded
from this definition. (S.C. Code Ann. § 8-17-320)

Agency/State Leadership
The person who has authority and
responsibility for an agency.
(S.C. Code Ann. § 8-17-220). This role may also
include individuals in position of statewide leadership (such
as: the General Assembly, the Budget and Control Board, State
Officials and/or other State leaders) responsible for the
appropriation of funding, oversight or other authority to allow
the creation and/or maintenance of an Org Unit or Position.
Agency A/P Approver
An individual within an agency with the
authority to approve a travel request and/or Travel
Reimbursement Request (TRR) on behalf of the agency.
They may be responsible for some or all of the following
activities: reviewing and approving travel requests and TRRs
submitted, check for budget, regulations and compliance,
receiving/posting incoming payments for return of funds for
unused advances, reviewing vendor line item balances, running
period reports from ECC or BI, and/or monitoring of the balance
of an advance account.
Agency Funding Approver
An individual within an agency with the
authority to provide funding information, approve new positions,
and/or respond to position maintenance requests.
Agency Head
The person who has authority and
responsibility for an agency. (S.C. Code Ann. § 8-17-220)
Agency Human Resources
The entity within each agency responsible for
the agency-wide coordination of human resources programs and
services.

Agency Manager / Supervisor
An individual who directs one or more
subordinates and is designated as the rater on those
subordinates' performance evaluations.
Agency Payroll Administrator
An individual in an agency with the
responsibility for agency level activities related to the
payroll process.
Applicant
An individual applying for and/or being
considered for a position within the State of South Carolina
(outside of SAP).
Benefits Administrator (BA)
Individuals chosen by an agency employer who
may assist with insurance enrollment, adjustments, retirement,
or termination and related activities.
Benefits Administrators are not agents of the Employee
Insurance Program or Fringe Benefits Management Company and are
not authorized to bind EIP/FBMC.
Budget Approver
An individual who may reside in the Office of
State Budget (OSB), the Comptroller General's Office (CG), or an
agency who reviews/prepares budget information to ensure
allocation of funds is available to support requests. This role
may utilize the Central Budget System, agency's budget system,
and/or assign a budget number in the Central Budget System
(legacy) as needed.

Business/Functional Team
The individuals responsible for defining the current and to-be
business processes. Additional activities may include:
monitoring of issues and coordination of the resolution of
issues and the implementation and enforcement of problem
escalation procedures; provision of functional expertise on
specific SAP sub-modules; assistance and direction on SAP
Configuration; creation and updating of the Blueprint;
assistance (with the deployment team) with authorization
definition, security roles, and structural authorizations;
creation and maintenance of Test Scripts; tracking and
correcting testing issues/errors; identifying user security
roles; perform testing; creation of the functional
specifications; performing cut-over activities at go-live, and;
provision of post go-live support.
Change Control Board
The individuals that make up the team
responsible for reporting, reviewing, and approving changes to
the defined project scope in accordance with SCEIS Project
policies and procedures.
Change Management
The team of individuals responsible for
assessing the impact of change on jobs and individuals
(including those who are affected outside the immediate scope),
and who assist in the introduction of tools and mechanisms to
ensure that the identified change is managed and implemented
properly with minimum disruption to the organization.

Change Request Initiator
An individual that identifies something that
requires an action and accordingly initiates the request for
change.
Comptroller General (CG)
The office of the Comptroller General is the
entity created to serve as the "Paymaster" to supervise the
expenditure of all state funds. Comptroller General is one of
five voting members of the
Comptroller General A/P Approver
An individual or a group of individuals within
the CG A/P office with the authority to approve
travel requests and/or travel reimbursement requests
(TRR) on behalf of the CG. They are responsible for reviewing
and approving travel requests (only when an advance is
requested) and TRRs submitted to check for budget, regulations
and compliance.
Comptroller General Garnishment Administrator
An individual within the Comptroller General’s
Office with the responsibility to administer and process
employee garnishments.
Comptroller General Payroll Administrator
An individual within the Comptroller General’s
Office with the responsibility to administer certain activities
associated with the State-wide payroll.

Developer
A member of the organizational unit
responsible for designing, developing and testing systems
objects (Configuration Items) prior to their introduction to a
production system.
Development Lead/Developer/Functional Lead
The Team Lead for the organizational unit
responsible for designing, developing and testing systems
objects (Configuration Items) prior to their introduction to a
production system.
The responsibilities may be delegated depending on the
requirements.
Development Team
The organizational unit responsible for
designing, developing and testing systems objects (Configuration
Items) prior to their introduction to a production system.
Employee
Any person in the service of an agency who
receives compensation from the agency and where the agency has
the right to control and direct the employee in how the work is
performed.
Functional
Team
The organizational roles drawing from business
requirements and system function expertise.
The role is responsible for developing functional
specifications from business requirements and ensuring that
development objects adhere to the specifications.

Governor
As prescribed in the SC State Constitution,
the supreme executive authority of this State shall be vested in
a Chief Magistrate, who shall be styled "The Governor of the
State of South Carolina." (1972 (57) 3171; 1973 (58) 48) The
Governor shall be Commander-in-Chief of the organized and
unorganized militia of the State.
HR Workflow Administrator
An individual within an agency, OHR, or
production support center that has been given the authority to
approve or reject various actions created using the automated
form process.
Human Resources Administrator
An individual, generally assigned to the Human
Resources Department of an Agency, who has been given authority
to initiate workflow processes, track processes, view and print
reports, and/or to change employee master data on behalf of an
Agency.
Job Maintainer
An individual at OHR or the production support
center who performs a variety of job maintenance activities,
such as the creation and/or maintenance of jobs to include: job
title changes, delimit, etc.)
Master Data Maintainer
An individual responsible for processing and
maintaining employee master data, including hire, separation,
promotion, demotion, transfer, leave of absence, etc within SAP.

Org Chart Maintainer
An individual who may perform a variety of
organizational maintenance activities, such as create and
maintain org units, org title changes, transfer of org units,
merging org units, delimiting org units, etc.
Position Control Maintainer
An individual who may perform a variety of
position maintenance activities, such as create and maintain
positions, position title changes, reclassifications, etc.
Primary Agency
The agency where an employee occupies a full
time position.
Production Support
This is the TO BE role that is going to be
decided. It will be
either a Shared Service Center or another area depending on the
Process (OHR, Budget Office, etc.
Recruiter
An individual within an agency responsible for
the activities associated with the recruitment process as well
as the on-boarding process, falling outside of SAP.

Retirement Administrator
Individuals chosen by an agency employer who
may assist with retirement enrollment and related activities.
Retirement Administrators are not agents of the South Carolina
Retirement Systems. Generally, in most agencies the Retirement
Administrator is the Benefits Administrator.
Secondary Agency
The State Department, agency, or institution
engaging the services of and compensating any employee for
services which are clearly not a part of the employee’s regular
job.
Service Desk (TBD)
Service Desk is the primary point of contact
for end-users when there is a service disruption, when an
end-user has a service request (i.e., security access or
password reset) or even for some categories of Requests for
Change.
Supervising Approver
An individual within an agency with the
supervisory authority to approve a travel requests and expense
reports for their employees. They are responsible for reviewing
and approving travel requests and TRRs for funds availability
and whether or not the travel is included in the budget for a
given agency.

Technical Team
This Team role is responsible for
the creation of technical specifications and applying validation
criteria to the completed specification.
Time Administrator
An employee designated within an agency and
given additional access rights to MSS for the purpose of
administering employee's time, evaluating time, and running time
reports.
Travel A/P Power User
An individual within the Comptroller General’s
Office who may be responsible for monitoring job logs from
scheduled processes for settlement and posting of travel
documents monitoring job logs from scheduled processes for
creation/maintenance of employee vendor master records,
monitoring payment runs for advances and Travel Reimbursement
Request – TRRs, monitoring incoming payments for return of funds
for unused advances, reviewing vendor line item balances,
running periodic reports from ECC or BI, and/or monitoring
balances of Travel Advance in the employee vendor master.
Travel Assistant
An individual in an agency assigned with the
responsibility of entering travel requests or TRRs on behalf of
another employee who may or may not have access to ESS. The
travel assistant may receive a paper based expense report which
forms the basis for entry of expenses in ESS.

Traveler
An individual designated to travel on state
business who may request reimbursement for expenses incurred
while travelling.
Vendor Master Maintainer
An individual in the Comptroller General’s
Office with the responsibility for maintaining the SAP Vendor
Master.
The Office of Human Resources (OHR)
The central state human resources entity under
the Budget and Control Board.
The Office of State Budget (OSB)
The central state entity responsible for the
development and oversight of the process for preparing the
annual state budget.
The Office of the State Treasurer
The Office of the State Treasurer is the
entity created to serve as the state’s banker, managing all bank
accounts and activities related to deposits, checks, and ACH
transactions.
